Why not send Brown a certified copy of this letter for which he must sign a receipt? That way all will KNOW he did get the letter whether he reads it or not. This would be a nudge of recognition of his rudeness and lack of concern! Keep the return receipt for future use stapled to a copy of the letter. Who knows how much this might mean for future confrontations, legal or nonlegal.
