COLUMBUS, Ohio -- A former board member of the State Teachers Retirement System admitted Tuesday that he accepted Cleveland Indians baseball tickets and other gifts from investment clients. Jack Chapman pleaded guilty to three counts of conflict of interest, all first-degree misdemeanors. Chapman declined comment as he left Franklin County Municipal Court in Columbus. He's the third representative of the retirement system in less than a year to be charged with ethics violations. He resigned from the board in 2004. Chapman was fined $1,200, and a judge ordered him to pay $4,000 in restitution to the Ohio Ethics Commission for its investigation. Chapman was also sentenced to three years probation, and a 540-day jail term was suspended.
