THE NUMBERS ARE CONCERNING... Let's take a look (with sources):

FACT #1 Ohio teachers contribute 14% of every paycheck into their STRS account. FACT #2 Only 10.8% of that 14% gets invested into their STRS account.  FACT #3 The above statistic comes straight from the STRS website: "2020 Comprehensive Annual Financial Report". On page 86, the second table shows "Employer Normal Cost is -3.14%".  Quick math reminder: 14 minus 3.14 equals 10.86 Quick translation: 77 cents of every dollar. It's true!  FACT #4 The Ohio Retirement Study Council (ORSC), an independent agency, noted in a report that "No other state retirement system has a negative normal cost."
