This goes with minutes for circumstances as stated for immediate future. And I understand no recommendation has been made for now. I am concerned about 2009.
Age rating:
But, the minutes clearly stated, more research was to be done and these are tabled until 2009. Please read pages: XVIII-XIX of minutes stating: Staff recommended further investigation for age rating for discontinued for enrollees receiving a subsidy until federal legislation is determined and further consideration of age rating for non-subsidized enrollees be delayed until the development of plan design changes for 2009.
Enrolling in STRS HC:
Minutes: pg. XVI
Tucker Ellis and West LLP: 'No Ohio laws other than court ordered guardianship and Board Rules must be considered in connection with restricting enrollment opportunities. Focus attention on clear revisions of Board Rules.
'Billirakis asked abut an STRS Ohio retiree who chooses STRS HC but spouse does not. Nickell affirmed that as long as STRS Ohio retiree was enrolled in STRS HC, a spouse could enroll later. If STRS Ohio retiree and spouse had decided to go elsewhere for HC and subsequently lost it, then NEITHER would be allowed to enroll in STRS Ohio HC UNDER RESTRICTIONS CURRENTLY BEING EXPLORED.'
This is in the paragraph beginning with Ms. Ramser-second from bottom on page XVI of August Board Minutes.
For now, none of this is recommended or in effect. But the fact that it is being considered as clearly stated in these minutes is worrisome and the yr. 2009 keeps appearing for possible changes.
