Shirlee Zerkel: A question about Chairman Brown's position as a non-elected Board member

Hello all,
In reference to the recent discussion concerning Conni Ramser's position as vice chair, I have a question about Brown and his position as chair. Was he vice chair under Joe Endrey and how on earth did he get the position when he also is not an elected member of the STRS board. We missed that one because we did not know the rules under which the board operates. Conni has admitted that the rules were not followed in her case because there was no one else who wanted the position. (HaHa) Why weren't they followed in Brown's case? One of the board's rules is that the chair and vice chair must be elected members of the board. So only those elected should be considered for offices on the board! The board's own rules were broken in at least one case (Conni's) and probably two.
Also Damon should not be asked this question of how this happened. He is an employee of the board; he has no part of how they organize the board and select officers. The board sets their own rules of order of business. That would be like my township fire chief explaining how of why the township trustees handle their meetings.
