Ramser and the tail wagging the dog

Mike and Paul, apparently Canton's very own Constance Ramser (STRS Board member) is still not clear re: the definition of "bad faith." She still hasn't grasped the concept of the tail wagging the dog, or in this case -- the STRS administration telling the Board what is best for all. I never cease to be amazed with her blind faith and trust in other people handling monies that she should be looking out for. To make matters worse, it looks like she has plenty of company!
