John, I just took a look at what's in SB 161 and saw something I've never seen in any of the other bills I looked at. In Sec. 137.02, the bill would create a "Sudan council consisting of nine members. The governor, the president of the senate, and the speaker of the house of representations shall each appoint three members to the council and shall make initial appointments to the council within thirty days after the effective date of this section." The section goes on to state that some terms are two years and some are three years. It specifies these council members shall receive their actual and necessary expenses.
