Nancy Hamant: Why outside contractors?

Tom Curtis requests information on the Buck Study regarding impact of SB 190. Too bad that the information has to be analyzed by an outside contractor. Anything of any importance cannot seem to be handled by the STRS staff. Makes one wonder, why any of them should receive any bonuses? Makes one wonder if money paid to outside contractors should be immediately deducted from the STRS money set aside for bonuses?
