Ralph Lloyd's speech to STRS Board, September 14, 2006

The STRS Board needs to establish a budget for the expenditures that it needs for the fiscal year. Any other expenditure that needs to be spent outside the money of the budget must be brought to the Board and introduced by one of the members to be considered by the Board. It should have three readings (three meetings) before it is considered to be passed. If you go to executive session, then it must be stated what you are going to work on (only one thing), then when you come back from executive session the full body must vote on it (three times). Everyone should be given a copy of what the executive session agreed on so they are well informed. You say this is micro-managing; sure it is, but it keeps a rein on expenditures. This is what local government does.
No STRS member should ever be reimbursed for going to a court case to testify or offer moral support. The court will reimburse you if you were called by them to testify. The others pay their own way. I have testified many times in court when I was called in to testify for arson cases when I was an arson investigator. The court pays you, then whoever you work for will request that you reimburse the money.
STRS should not pay health insurance for rehired workers, because the entity who you work for should insure you. When I worked for the Village of Carrollton as a paid-on-call firefighter and had PERS and retired from it, then came back to work again for them again; my PERS was put into an annuity and the Village of Carrollton paid the insurance by VFIS and Workers Comp.
