Dear Mr. Boyer,
Thank you for your recent e-mail. I must take issue with your assessment of the level of trust that members have in the system. In the latest survey of members, published in STRS Ohio News of February, 2006, 77% of active members and 83% of retired members agree that the system has earned their trust.
As far as vendor contracts are concerned, of course the board should know what is in them. However, the board should not depart from recognized fiduciary principles or ignore its own legal counsel by inserting itself into the approval process, especially when those contracts fall within budget guidelines already approved by the board.
